We take a comprehensive approach — from emergency response to building a network that drives systemic change.
When disaster strikes, we are among the first to respond. Food, shelter, water, and cash assistance — everything people need to survive.
Once the acute phase of a crisis has passed, we help people rebuild their lives and regain stability.
We identify gaps in social protection, healthcare, and education systems — and turn field experience into practical solutions. Working with ministries and Parliament, we contribute to legislation and policy development. Our recommendations are grounded in the real experiences of thousands of people.
We don’t just provide aid — we strengthen communities and organizations to respond to challenges independently. We train volunteers, develop local branches, and implement international standards.

Based on our work with millions of people, we see what isn’t working in the systems of social protection, healthcare, and education — and we propose solutions.
What we do
Caritas Ukraine plays a key role in humanitarian advocacy and systemic reforms in Ukraine. We collaborate with national and international partners to strengthen social services, protect human rights, and promote locally led humanitarian response.
Caritas Ukraine is a co-founder of the Alliance of Ukrainian CSOs and works in humanitarian diplomacy and policy dialogue, engaging in the Ukraine Recovery Conference (URC) and cooperating with Caritas Europa, Caritas Internationalis, UN agencies, and European institutions.

Example
Based on our work with thousands of internally displaced families, we identified gaps in the social housing system. We developed policy recommendations and submitted them to the relevant committee of the Verkhovna Rada.
Result: Our proposals were incorporated into the new version of the law on social housing.
